addressing the learning needs of black
communities in Hackney
STREETWISE
is a community based programme
of learning
for black adults
(post-16) in Hackney
which aims
to promote community learning
and development amongst non-traditional
learners using innovative approaches and
settings that are both relevant to and
meet the needs of black adults post-16.
STREETWISE embraces the need for the
voluntary and community sector to play
a greater role in the delivery of community
learning and therefore contribute to local
skills development, neighbourhood
renewal
and the London East
economy in providing
local
residents improved access to better
employment prospects and an improved quality
of life.
The STREETWISE programme currently being
developed will be led by Hackney Council
for Voluntary Service in partnership with
local voluntary and community sector networks
and the Community Empowerment
Network.
STREETWISE is funded by the Neighbourhood
Learning in Deprived Communities programme
administered by London East
Learning &
Skills Council
and the Hackney Community
Empowerment Network.
 
OVERALL
STREETWISE aims:
To increase the
participation of black
adults
(post-16), particularly hard to
reach communities and under-represented
groups in learning activities for the
benefit of these individuals, their
communities and the borough as a whole.
To develop the skills of individuals
working
in local small black
VCOs and black networks
To work with existing black community
organisations and networks so
that they
can become recognised
providers of learning
opportunities locally
To develop ways of working that are,
relevant,
interesting and
accessible to black learners.
STREETWISE will develop
3 categories of learners:
fledgling/smallBMEcommunityorganisationsprojectmanagers/coordinators
accessing local small grants
schemes
VCO project managers/coordinators who
provide arts & cultural
services in
deprived areas in
Hackney
young black adults aged 16 to
25*

Hackney
In Hackney there
are over 40,000 people
of
African origin (Africa and its Diasporas).
The Borough has a non-white population
of around 40% (based on 2001 Census data)
however, recent surveys of school children
in the borough suggest that this
proportion
may actually be in
the region of 65% and
upwards.
There are some 108 VCOs (of a
total of 495) that are categorised as
BME organisations listed on the Local
Authoritys Community Information
System (COMIS). However, HCVS as the local
umbrella voluntary organisation has a
membership database which consists of
at least 200 BME-led
organisations and
a contacts
database of over 1200 VCOs
suggesting there is an unknown
black voluntary and community sector that
exists outside the local authority and
statutory sector workstreams.
